Cesaro is the human cannonball with his helmet strapped tight, his arms pressed to his sides, waiting inside a cannon that may never fire.
WWE simply refuses to commit to elevating The King of Swing. Regardless of the masterful performances he delivers in the ring or the growing volume of his supporters, the company keeps him shackled to the bottom of the card. Rather than make him a key contributor, WWE has pegged Cesaro as a perpetual stepping stone.
Monday's Raw was the latest example of that mindset in action.
